The Education and Culture Foundation is committed to promoting educational and cultural programs and activities locally and internationally in order to assist the youth, student, professional, scholar, disabled, aged, and needy to discover and to enjoy a richer and fuller life.

Education and Culture Foundation was just a concept being conceived in 1991. Soon, with strong support coming from ECF Inc. in USA, this concept became a charity fully established and registered in Hong Kong in 1993, and later in 1998 also incorporated in the State of California, USA as a not-for-profit organization under Section 501(c) (3) of the Internal Revenue Code. A shorter name "ECF International" was used since 2004.

Dr. Paul Szeto is the founder of the Foundation and is now serving as president. For the first few years, Dr. Harold Lane served as the Executive Director on a voluntary basis. As the demands and opportunities keep increasing in the 21st century, the board of directors decided to expand the services of the foundation by inviting Mr. John M. Ho to be the Full-time Director.
